Can I pay for my iCloud subscription yearly instead of monthly?

This option is not available. What you could do is to buy itunes Store (not Apple Store) gift cards to the value of a year's subscription and redeem them in your account in iTunes. These will then be drawn on for the iCloud subscription: though note that so will any other purchases you make in iTunes so you would need to take that into account.
