How can I block the device as it was stolen. Kindly guide me step by step

I did. And it wasn’t the answer i expected.
All my apple devices already had installed find my iPhone. Since the MacBook offline it can’t detected the find my MacBook.
I contacted apple support in my region but seem the answer all the same only depend applications find my iPhone ON then how about IF the MacBook which stolen were never ON.
I need apple support to help me block using the serial number of my macbook which i did inform to CustomerService.
All the answer is Cannot.... well it wasn’t helpful answer from Apple support in my region😞😰
