Game pigeon restrictions

How can I restrict game pigeon? Screen time won’t limit it. If I delete it, it just downloads again anytime someone invites my daughter to play a game, even if the do not allow downloads is on. And always require a pass word is on. Game pigeon downloads regardless of any restrictions. Ideally I would like to put a time limit on it. But I can’t do that without putting a time limit on messaging. I really am starting to hate this app because it is a time waster and I have no control at all over it. Please tell me what magic it takes to limit this app.
