Does apple care plus cover water damage?
If I purchase apple care plus and water damage occurs to my device I purchase it for, will apple care plus cover it?

Yes ... but, don't expect that you will not have to pay for some of the replacement costs for a new phone. With AppleCare+, water damage would be considered as one of the two "accidental damage events" that will be covered ... but not for free.
