forgot Apple ID and when try to reset it showed last 4 digits I do not recall for any phone I have had. Created new Apple ID but cannot change Apple ID on iPad without knowing password for old Apple ID.

If you are referring to activation lock creating a new account won't help, you will either need to reset the account's password or contact Support to remove the account (if you bought the iPad new and have its receipt).
