Unfortunately, while Netflix still supports their older versions of its app, if currently or previously installed, Netflix no longer supports their older versions for initial download from the iOS App Store, any longer and it appears any workarounds to get that older version no longer work, any longer, also.
Netflix has abandoned initally downloading its older, 32-bit application for older iDevices for good.
Most of these older iPads are 6, 7 and 8-year old devices that haven't been grossly updated in over 3 years, now.
So, if you need/want the Netflix app now, you will need to purchase a newer ( used ) iPad from a known reliable source or a new of refurbished iPad from Apple.
