Today I received a purchase message. 1 year subscription to Rantastic. I did not buy it and I want to return the money. The site https://reportaproblem.apple.com refused my refund, but I turned in an hour after the purchase.

I wrote in support of the ratings, but they said to return the money through the app store. what should I do next?

Purchases are considered final as you know, but you could try contacting iTunes Support and see if they will refund you as a one-off : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
