Why do my songs on my iPad change volume from one song to another?
What you're describing is likely due to differences in how music is "mastered" by the recording studio, where they work on balancing sonic elements of the recording. This varies by producer, studio, artist, and other factors ... and differences can result in different "volumes" from one album to another.
The only control that you have for this is in Settings/Music ... set "Sound Check" to ON and see if that helps. What this does is it tries to balance volume by lowering louder recordings, but some find that it does not work well to their tastes since (to some) it lowers volume of all songs a bit too much.
