"Too many passcode attempts" not fixed by previous solutions

My Apple Watch (series 4 - 40mm) is showing the "Too many passcode attempts" error after spending a day tossing around in my bag.

I have attempted pressing the side button to show the "power off" option but it never appears. When I press and hold the side button, the watch shuts down and restarts with the same message.

I have also attempted a forced reset by pressing & holding the side button and crown at the same time. The apple logo appears, the watch restarts and the message pops up again.

Just got done chatting with support for the same problem. Did not realize you can touch the screen while the error is up and bring up a reset option. Do a “force touch” on the error to bring up the option. I was advised to not restore a previous version, as it may bring the error with it.

Yes, I have tried with the watch on the charger as well as off the charger. Same results either way, and I still get the passcode message.

The resets have been successful in unpairing the watch from my iPhone so I can't use that method either.
