My ipad has not updated Current version is 9 How do I update to the newest version?

If your iPad is an older iPad and has been stuck on iOS 9 or 10 for the past few years, with no upgrades/updates forthcoming, then it cannot be upgraded any farther.

Its internal hardware is too old, underpowered and completely incompatible with any current and future versions of iOS.

While on wifi - settings - general - software update - if it states version 9.3.5 is the current one, then you have an outdated ipad and need to upgrade it to get the newest IOS.
