If you mean remove a balance from an account you have to contact iTunes Support and ask them to remove it : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where now you live, and which is therefore the country you will be changing to ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
