Proof of Purchase rejected what do I do now?

We have a work iphone 7, which was given to an employee to use, the employee put their own

icloud account on the phone and the company no longer employs them, to remove the activation lock Apple Support asked for proof of purchase

We have obtained proof of purchase from Carphone Warehouse, this is the only document

we have for the phone, the IMEI is on the document yet it’s been rejected twice with the below generic email, what do I do now?

As a company we have several users with iphones, mac's and ipads, literally over £20,000 of hardware, if this isn't resolvable I wont be recommending users have apple devices in future!

The information we received was not sufficient for us to process

your request. To show proof of ownership of your product, provide all

documentation showing your purchase of the device.

If you do not have additional proof of ownership, contact the

reseller. They may be able to provide the original purchase document.

The device's serial number or IMEI must be on the document. If

neither the serial number nor the IMEI is on your document, write the number on

the document reflecting the purchase of the device.

Ok so this has been going on for months now and its simply unacceptable to have a business mobile unusable for that amount of time

I have called another 2 times, the last time they stayed on the phone while I submitted the proof of purchase and they told me it would be accepted, it wasn't!

I have tried live chat, email and online forms and they all come back saying I have to speak to them over the phone

Where can I send an official complaint regarding this issue?
