iPad belonging to deceased person will not take my Apple ID

Hello, I did a reset on an old ipad It belonged to my brother -in- laws Mother who passed away years ago. So I did the old hold down the home button and plugg it in to the computer trick, which did a factorty rest now i get to pick the language/country thing wich work but it will not take my Apple ID. it wasn't the original Which of course is no longer available. how can i get it to take my ID?
