I can’t silence my iphone camera shutter sound. it doesn’t turn off with the switch or with volume control. Is there another way to turn off the shutter sound?

If the device was made for sale in some countries (Japan as an example) the shutter sound can't be disabled.
Cameras sold in some countries have to meet laws that ban disabling the shutter sound. If you got the phone in Korea or Japan (or it is a gray market phone originally sold in those countries) there is no way to turn the sound off. You can put your finger over the speaker on the bottom of the phone, or check out the app store for camera apps that give you the option of turning off the sound.
