sure I gave my mum my old iphone 4 when I got a newer one, she still use it as her primary phone and it maxed out as ios version 7.1.2

It'll still be usable, just won't get iOS upgrades. You may find that apps you use eventually won't update, either, but if your phone is still working, no need to upgrade yet.
