So I dropped my iPhone XS Max in some water and now for some odd reason it’s not connecting to my GoPro or sharing my location on apps

With a liquid damage, there's no way (for us) to diagnose your problem remotely, sorry.
You need to have your XS inspected at an Apple Store or Authorized Service Provider. After checking it out, they'll give you alla the available options:--> Apple – Location Selector

Your phone has been damaged by being in water. Get an appointment at an Apple Store for an evaluation and be prepared to purchase an out of warranty replacement.
Your device has been severely damaged by the water and will only get worse.
Apple will not attempt any repairs and the device will have to be replaced.
