After update FaceTime not available in BD

i was buying my phone (iPhone X)from UAE. but I’m live in Bangladesh.I have no face time .After update IOS 12.4.1 FaceTime not available.

so please help how can I find or active FaceTime in my mobile

You can't. Apple's patch to enable it only makes a difference while in the country of origin, and there currently isn't one for UAE iPhones.
