I did command r after restarting macbook air to reinstall macintosh a spinning globe appears. I put in my wifi password. The globe is still spinning but theres no progress bar. My question is does the internet recovery mode need a progress bar to work properly or not
Try forcing Internet Recovery Mode by using Command + Option + R. Using Command + R will boot to local recovery mode from the internal SSD. If you have an OS issue, then it can also affect local recovery mode.
To eliminate WiFi issues, connect your laptop directly to the router with a Thunderbolt to Ethernet Adapter and an Ethernet cable. It will be faster and more reliable. It is very difficult to troubleshoot WiFi issues.
You can also try an SMC reset and PRAM reset (hold the PRAM reset for at least three chimes or a full minute so it activates several times).

What is the exact model of your MBAir? You can get this information by clicking the Apple menu and selecting "About this Mac" or by entering your serial number here.
What version of macOS is currently installed?
Have you tried the SMC & PRAM resets?
Can you boot the laptop normally or in Safe Mode? If so, boot it normally and check the Network System Preferences to make sure the Ethernet is actually getting a valid IP address and you can get online using Ethernet. Ethernet should be the top network item in Network Preferences. You can also click the WiFi icon and turn off/disable WiFi to make sure you can get online using just Ethernet.
