If I was to buy a Apple TV 4K device now, would there be any options for the streaming service being released this fall in conjunction with making the purchase? With Apple releasing a streaming service for Fall 2019, does it make sense to purchase the 4K device or wait for the streaming service?

All devices with the Apple TV app are expected to be able to get the Apple TV+ streaming service, and the Apple TV app looks to be a requirement for that service.
Note that Apple hasn’t publicly said anything about pricing.
There are currently no indicators that there are benefits to waiting for the service to launch first. If you get the set top box sooner, then you’ll get to enjoy it more, and be ready when the service premieres.
The upcoming Apple Event (Sept. 10) is thought to be focusing primarily on iPhone, but there may be other announcements as well.

Well, as it turned out, users do benefit from waiting until the keynote announcement (Sept. 10) to make the purchase, but there is no reason to wait for the service to launch (Nov 1).
