If it shipped with Mojave then it won't run High Sierra. No Mac can run an OS previous to the one it shipped with.
If it's absolutely necessary you can try it on a virtual machine.

Why do you need to know what is our development team working on? How does it help you with trying to answear my question about downgrading macOS? I simply cannot share company info here in discussion thread. So if you cannot help without this info, thanks for your time.
As a general rule, you cannot run an OS lower than the one you bought the machine with.
You could create a clone (Using SuperDuper or CabonCopyCloner) drive from one of your other (similar) machines and try to boot from that, but don't get your hopes up.
What are the specs on that Mac? Apple menu > About this Mac, please do not post serial number. It may too new to run High Sierra.
Why do you need to downgrade to High Sierra?
Because of development reasons.
Development of what?
I do not have it by my side now, but I believe it is the 2019 config, 32gb ram, 256gb ssd.
I cannot share this with you and I believe it is not important for solving my issue. Or is it?
If I didn't think it was important to helping you solve your problem, I would not have asked you post a copy here.
Why do you think you can't share it?
Bye
Why don't you just install High Sierra in a Virtual Machine.
Okay, thank you very much for info.
You're welcome.
