Why can’t I download any apps

My phone says I don’t have any storage I bought the highest storage plan and it’s made no difference

iCloud storage does NOT increase the local storage on the phone. Apps need local storage to install.

Offload your photos and videos to your computer and delete apps you don't need or use any more.
