What if I only want to share iCloud storage with my family and nothing else?

You can of course of you are the Family Organizer turn off Shared features you don't want to share.

At this time there's not an option to only share iCloud storage. Once you enroll people in the Family Sharing then you will be sharing apps, movies, music, books, etc.
