Random Billings

recently when i try to download apps or buy an in app purchase, apple tries to take 4$ from my account (no matter what price i’m trying to pay,) my card declines it because i never verified a 4$ purchase, so it locks the card for 5 minutes due to suspicious charging, and i can’t make the purchase i was trying to. it does it so often that my card is now not verified on my Apple ID and i can’t download or pay anything on the AppStore or iTunes at all. It literally just won’t let me & apple will not stop trying to steal 4$ from me. the first time it happened they got the 4$ and then i never got reimbursed or anything. i literally just lost the 4$ and got denied the purchase i was trying to make.
