I am running watchOS 5.3.1 on my Series 4 and the public beta of iOS 13 on my Xr. I want to roll my Xr back to iOS 12.4 but I don't want to lose all my Apple Watch data. Is it possible to do downgrade my iPhone while keeping my watch data?

Sorry, it is the Dev beta of 13.1. It is possible to go back to the current version by putting the phone in DFU mode. I do this with my test machines, but this particular phone has my Apple Watch paired with it.
My understanding is that you cannot roll back the public beta of IOS 13. I would guess it will be fully released later this month.
Even if the watch isn't running the watchOS beta?
