I've read online instructions for doing this and can get as far as 'save as' and getting photoshop elements on a drop down menu. What I cannot find is the 'change all' that will allow me to make it my default.

You need to select one item of each file type of image you use, jpg, tiff, png, nef, cr2, etc, etc then press Command-i
to get the info panel up. Look in the Open With section select Photoshop Elements from the list and then press Change All.

I wasn’t able to do it from within Bridge CS3 where I have my photos stored, but once I dragged an image on to the desktop it worked as you instructed.

Never asked you to do it from within Bridge CS3, preferences like these are applied globally so therefore are implemented
through Finder.
