That is because the iPhone from Best Buy is not an unlocked phone. If you purchase what Best Buy called an unlocked phone, then it was a flex phone and it has locked to T-Mobile. I'm not even sure that T-Mobile can unlock it, but that is who you have to ask. If it is a Flex phone, you will not be able to unlock and use it outside of the US.
