Why can't an empty Photos library join my Apple Cloud backup?

Dear friends,

I have an iPhone and a MacBook sharing my free 5GB iCloud space for photos.

As far as I can tell I still have 1.26 GB free up there.


I also have an home iMac which is also logged to the same iCloud ID but DID NOT have its photos replicated there since they were too large.


I now have exported all of the photos to a folder and deleted all of them from the iPhone/MacBook.


Although the iMac Photos library is empty when I try activate the Photos iCloud syncing I get a message saying there's not enough space and I should buy more.


What is going on?

I'd delete the old library and create a new, fresh, empty library. Then make sure your library is designated the System Photos Library in Photos's General preference pane:
