Cant download apps!

I have recently been given an iPad for work. I've set up my apple ID and it's connected to both my app store and signed in on my iPad however I cannot seem to download/update any apps. Everytime I try to I fill in all my information just to get a notification saying that I have to contact iTunes support. Someone please help.
