1) Please make sure your carrier support voicemail.

Then you can follow the following steps:

1. Go to the Phone app, then tap the Voicemail tab. 
2. Tap Set Up Now.
3. Create a voicemail password, then tap Done.
4. Enter your password again to confirm it, then tap Done. 
5. Select Custom or Default. If you choose Custom, you can record a new greeting.
6. Tap Done to save your greeting.

Transcription should be automatic, but it takes some time as the voicemail must be sent to Apple's speech-to-text servers to create the text version, then sent back to your phone. It also isn't very good yet.

The term "Visual Voicemail" refers to the fact that you can see a list of your voicemails and play them by tapping on each, rather that having to call your carrier's voicemail server. It does not refer to the transcription feature, which is relatively new.
