I have followed all steps reset Password and am still unable to access App store and I tunes

Contact iTunes Support in the country where you live (and which is therefore the country on the account) and see if they can/will re-enable it : If you see a message that says 'Your account has been disabled in the App Store and iTunes’
How are you 'locked out', what are you seeing ?
