unable to activate

i can't use my iphone after update , before the problem was cellular option not active, and i made factory reset , when my phone was open again i dot this massage, (unable to activate , an update is required to active your iphone)

and on itunes , i got this massage

The iPhone "iPhone" could not be activated because the activation information could not be obtained from the device. Disconnect your iPhone, make sure the SIM card is inserted correctly and, if you use a SIM PIN, tap Unlock to enter it, and then reconnect your iPhone.
