I have volume turned down all the way, but when clicking on a video it appears to play full volume.

Hi, I have volume turned down all the way, and also ringer volume, but when clicking on a video (in any app) it appears to play full volume.

Is there a separate level for videos?

This occurs in every iOS I've used

Thanks

Music/Video volume and ringtone volume are separate, you likely just turned ringtone volume down. The way to change Music/Video volume is either while music or video are playing, or from Control Center.
