I never paid for Tinder premium and I keep getting charged for it. I deleted the app and I’m still getting charged.

Make sure it is correctly cancelled, and then contact iTunes Billing directly to request a refund: iTunes Store - Contact Us - Official Apple Support

Most likely not. You have to cancel before the beginning of the next subscription period so as not to be billed for it.
