Make sure it is correctly cancelled, and then contact iTunes Billing directly to request a refund: iTunes Store - Contact Us - Official Apple Support
Most likely not. You have to cancel before the beginning of the next subscription period so as not to be billed for it.
It is a subscription. And until you cancel the subscription, you will continue being charged. See this for cancelling, View, change, or cancel your subscriptions - Apple Support
