iCloud back up

Hi, I have back up my moms phone and when I got her the new phone it says that back up not available. Please help. I looked up all advice on how to do it and nothing worked. Her phone is an iPhone 5s. Help

1)Please make sure you have enough space on Icloud.

2)Please check your wifi connection.

3)Make sure your device is up to date.
