Why does my apple music say that i’ve been disabled from app store and itunes ?

If you are getting a message saying that the account has been disabled it means what it says. Contact iTunes Support in the country where you live (and which is therefore the country on the account) and see if they can/will re-enable it : If you see a message that says 'Your account has been disabled in the App Store and iTunes’
