I cannot text or call one person, tho they can call and text me. It happened randomly but I can’t figure it out. We even switched cellular providers and both got new phones and still I cannot figure it out. Both have US cellular and brand new iPhone XR. It sends a blue message but never delivers. I have tried deleting the contact from my phone and I’ve tried adding a 1 in front of the number. Any ideas???

Thank you for posting. I understand you've been unable to send texts or calls to a specific person.
I understand you see "Not delivered" when you send them an iMessage. To double-check, what happens when you try calling this person? Do you see a "call failed" error or something similar?
Does the same issue occur on both cellular data and Wi-Fi?
Have you double-checked the blocked senders list on both ends? Block phone numbers and contacts on your iPhone, iPad, or iPod touch
Are you able to make a FaceTime call to this same person?
