Issue with time machine backup

I took MacBook Pro backup from my old MacBook 2013 non-encrypted (High Sierra) in my Toshiba HDD as time machine and sold my MacBook. Now I can not transfer files to my new Macbook. While setting new Mac with time machine, it is showing fresh copy of OS only. May be new mac2019 (Mojave) can not read from time machine backup. In my time machine, I can not copy backups.backupdb folder manually too and getting message 'the volume is the wrong format for backup'. Time machine is already Mac OS extended (journaled) format. I can copy other folders from time machine which I have added by copy paste. I have tried cloner software, but it is not working. Is there any way to restore my data?

Your TM backup is a High Sierra while the new computer is Mojave so you cannot do a full restore with the TM backup and it sounds like that's what you've tried. Start up (or wake up) the new computer and find Migration Assistant (it is in the Utilities folder of your Applications folder). Start it and connect the TM backup if it isn't already connected. You'll be asked where you want to transfer the data from, select TM backup. You should then see a list of folders from the TM backup. Select Applications folder and your account folder(s). Note - this will restore your account, it won't copy files into your current computer's account. You'll need to log out and then log into the account you always used on the older computer.
