Activation help
I couldn’t contact the previous owner to get the iPad activation help done , does that mean I couldn’t use the iPad at all ? Or have another way to solve the problem ?

Only the person who knows the AppleID and password used with activation lock can disable activation lock. So unless you know who that is and can get them to release it, you’ll never be able to activate and use that device.
Apple will not get involved with private party sales or exchanges of personal property.
