Phishing eMail:
Where are you seeing this purchase? Is it in your iTunes Library? Or is it in an eMail? Or in Both?
If this is an eMail: Start by viewing your purchase history in iTunes. If it is an eMail, and is not revealed in your Library, this eMail may be no more than a phishing scam. So, report this eMail to Apple, by forwarding the eMail to: reportphishing@apple.com

If No Money is Left in iTunes:
You have to have some sort of Method of Payment associated to your account as an option to Apple ID purchases. So, with not enough money to pay it off, it probably got taken right out of PayPal.
So, that may be why it is disallowing you to take PayPal out: Associate a different method of payment (am account sorts?), and PayPal May pop right off of it.
Password:
Moreover, it is wise to change the password of your account (for security) in a random basis. You would would modify the login credentials (password and maybe the eMail) in the Settings of both accounts.
