Hey

It keeps saying I have an issue with my billing but it keeps declining my card. Where can I go to find out what I have to pay or what comes out of my account.

You might not owe iTunes any money, but to check if you have any pending payments : See your purchase history in the App Store or iTunes Store - Apple Support

You might want to check your purchase history for any Pending order, If there is, it could mean that its an unpaid order that would have to be settled.
