Stolen devices - serial number tracking

Ive read apples comments on why its impractical for them to track owners and stolen/wiped lost devices by serial number. 1st off its a total 100% cop out by apple that its impractical. They have the information already in a database so it is practical. All owners want is the name of the person and location of the registered device once its reported stolen by the owner!!! As the owner I would turn that information over to the police in the local area when the device is located. Apple can and needs to be WAY more helpful in finding a device once its reported lost or stolen.
