App Store family sharing

How do I share stickers with a child in my family that has in app purchases turned off

If they are in-app purchase, they can't be shared. If they are something else, where did you get them from? Are they an app.

Then how do I purchase it on her phone? She has my old 7 with her own appleID and is on my family share. She has to ask for permission and it keeps telling me she can’t do in app purchases. It doesn’t give the option to ask for permission.
