Maybe because there is no such thing as an "XR Max"...
Apple does not offer an iPhone that takes two physical SIM cards outside of China and Hong Kong. Full Stop.
You can't buy it elsewhere.

It's not a technology limitation (it's made and sold in China, the bands seem to be the same); it's not a logistic issue like Apple support claimed on the phone (they're all shipped from China anyways); it's not a legal issue (correct me here, but I think other companies sell a dual-sim option); so I only assume it's a contractual deal they made with US/Europe carriers? Because the carrier creates the eSim for you, they can and do force you into specific plans that cost more and lock you down to them.
I'm curious what Apple got in the deal. I hate carrying around two phones, and really just want the dual-sim one, but I guess I have to wait another year and hope the deal expires. Thanks again!
lol, a little less helpful. No need to be pedantic and dismissive, obviously I meant the XS max. But that's not the point of the question or post. It's not offered to the US market, just China: understood, I'll wait until it is available for me to purchase.
Regarding speculation, that's actually the only I can do. All questions are given weirdly-curt responses like I've insulted someone's family for asking why I can't buy the product I want. But I got the answer I needed. I don't want to offend anyone else's sensibilities. I'll wait until 2020 to see if it's any different. Thanks again. Full Stop.
