Will i be able to get the facetime app if I buy my iphone in the UAE?
Because Facetime isn't allowed in Dubai, will i be able to download the facetime app once i get back to the USA?

Not if it originated from there. The iPhones which do will have AB/ or AE/ in their model numbers; ones with UR/ are also subject to the regional lockout.
