Issue with unlocked Iphone xs max recognizing sim

I purchased my iphone xs max as unlocked phone. and since I purchased it I could change sims without issues. since I updated to version 12.4.1 I am now receiving an error message when I install new sim that sim card is not supported. same sim works on my other android phones and also on my friends iphone.
