That's something between Apple and their exchange partners. That being said, if you check Apple's out of warranty replacement price (for things such as liquid damage, case damage, etc.) the price is the same regardless of the capacity. It would make sense that a lot of trade-ins go back to Apple for these replacement devices.
In addition to Apple's GiveBack/Trade-in process, a number of third-party outfits, like Gazelle, can provide you an offer for your old phone. It pays to "shop around" for the best deal. Regardless of whom you end up using, as y_p_w has mentioned, the overall condition of your phone will play heavily on their estimate ... and, that estimate may not be the final one as all of them will inspect the phone and provide you with potentially an updated estimate based on what they find. This is a case where it pays to be as honest as possible about your phone's condition before you send it in.
