There is no iPad Air 2012.

The first iPad Air was released in 2013.

Neither the iPad Air from 2013, nor the iPad 3 nor 4 from 2012 can be updated to iPadOS 13.

Your 1st gen iPad Air and the iPad Mini 2 and Mini 3 are NOT eligible for iPadOS.

Its the end of Apple iOS upgrades/updates cycle for these iPad models.
