As new iPad owner, how can contacts be transferred from iPhone to iPad?

On your iPhone use the Settings app to turn on iCloud for your Contacts.

Settings > Apple ID, iCloud, iTunes & App Store > iCloud >Under Apps Using iCloud > Turn on all apps that you want to sync with your new iPad.

on your ipad, you turn contacts on with whatever cloud or mail program you use to sync with.
