I waited for the new iPhone to come out since I've been wanting to buy the iPhone 8 plus with 256gb and decided to wait it out since I thought the release would lower the price of the 8 but now the 256gb option isn't available anymore, if I call apple could I make like a special purchase for the iPhone 8 plus with 256gb?

You need to buy it third-party. (Amazon etc.). Apple replaced the 256 GB Version of the iPhone 8 Plus with a 128 GB model.
Apple still sells refurbished units of the 256 GB iPhone 8 Plus (US only)

You can attest to purchase it from 3rd parties, authorized resellers, carriers.
Apple no longer offers 256GB model and won't make any exceptions.
