HOW CAN I UNLOCK AN IPHONE IF I BOUGHT IT OFF OF SOMEONE AND I DONT KNOW THE APPLE ID OR PASSCODE

Contact the person you bought it from - you don't need to know the passcode, but if the phone has activation lock only the person whose account it's locked to can potentially help you.
And there is no need to shout.
